The Louisa County Board of Health subscribes to the concept of health as defined by the World Health Organization as “a state of complete physical, mental, and social well being, and not merely the absence of disease or infirmity. The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without destruction of race, religion, political belief, economic or social condition.” To this end, the board commits the Louisa County Public Health Nursing Service to provide a high quality of health care essential to the improvement of physical, mental, and social conditions in the community.

- Must be available, accessible and coordinated with other human services.
- Are planned so that care is continuous throughout the system of health care.
- Are provided in the most cost-effective way possible.

- Services to the community are at the highest quality level possible.
- Community health needs are being met.
- Available resources are being utilized.
- Services dictated by federal, state, and local laws rules and regulations are available.
